PROBLEM TO BE SOLVED: To improve workability and handling by integrating a pair of tape material support units having a tape receiving surface and supporting a tape material at a belt loop formation position or supporting a belt loop from the bottom, with a moving substrate to have a unit of cleaning identification tag. SOLUTION: A tape material support means 33 is provided to support form below the vicinities of both ends in the longitudinal direction of a tape material 12 fed to a belt loop formation position by a tape material feeding means 22. The means 33 is disposed between a tape material 12 delivering means 37 and a tape material 12 pulling out means 38, and is constructed of a front tape material 12 support unit 130a supporting the operation side OS and a rear tape material 12 support unit 130b supporting the vicinity of tip side of a belt loop 27 cut. The unit 130b is fixed to a moving substrate while the unit 130a is arranged to be contactable and releasable with/from the unit 130b. The purpose is attained in this way.
