PROBLEM TO BE SOLVED: To prevent a battery from running down even when headlamps are kept ON while a vehicle remains stationary. SOLUTION: In a 'stop/start mode,' in which an engine is brought to a stop in response to predetermined stopping conditions while a vehicle is running and the engine is started in response to a predetermined sequence of starting operations once the vehicle is stopped, idling while the vehicle remains stationary is prohibited normally (in a first operation pattern). If, however, the period of time during which the vehicle remains stationary with its headlamps kept ON exceeds a predetermined value [condition (3) is met], the vehicle enters a second operation pattern, canceling prohibition of idling. When a driver then attempts to start the engine, therefore, the engine is started and it can be run at idle speed.
