PROBLEM TO BE SOLVED: To make even an engineer with insufficient knowledges of software able to efficiently design and develop software for a control system. SOLUTION: The external environment model of the control system is stored in an external environment holding data base 101 and the information of the design specification of the control system is stored in a control specification information data base 103. Then, a causal relation generator 102 forms the network of dependency relation among the components of the external environment model, a TMC pattern collator 104 extracts a TMC pattern (the combination of the three basic roles of (1) maintaining/bringing a controlled system to a target state (instructed state), (2) obtaining the actual state of the controlled system and (3) bringing the controlled system closer to the target state) and a software element generator 106 finds the design specification of a software structure by using the TMC pattern.
