PROBLEM TO BE SOLVED: To provide a notice matter floor surface bulletin device which may be installed simply by placing the same on a floor surface, is light and thin, allows the easy replacement of notice matter and has improved waterproofness. SOLUTION: This notice matter floor surface bulletin device consists of a rubber mat 4 which is formed with a recessed part 2 allowing the mounting of the notice matter 1 at the center on its front side, an attraction sheet 8 which is deposited with an affixation layer 5 for affixation on the bottom surface along the inner periphery of the recessed part 2 of the rubber mat 4 on one surface of a PET layer 6 and is deposited with an attraction layer 7 having a high adhesion property to the smooth surface on the other surface and a transparent cover sheet 9 which is freely attractably and removably attracted via the attraction layer 7 to the attraction sheet 8.
