PROBLEM TO BE SOLVED: To improve trafficability of an excavation part of soft cohesive ground, to enhance thereby the efficiency of excavating work and, moreover, to prevent industrial wastes from being brought about. SOLUTION: Retaining walls 2 are provided at the outer edges of an excavation area of poor cohesive ground 1 and also a large number of sand piles 6 piercing an excavation part 4 are made in the excavation area according to prescribed specifications (prescribed diameter, pitch and others) so as to increase the strength of the ground of the excavation part 4. Then, vehicles for excavation are run into the excavation area and the excavation part 4 is excavated. In the case when the sand piles are sunk through the excavation part 4 and excavation subsoil 5, the specifications (degree of compaction and others) may be changed according to them.
