PROBLEM TO BE SOLVED: To provide a precoated steel sheet excellent in adhesion of a coating film, workability of the coating film and corrosion resistance without using environmentally harmful chromium. SOLUTION: At least one side of a steel sheet or a plated steel sheet is provided with at least one layer among (1) a film layer contg., as solid contents, 30 to 500 pts.wt. resin, 0.2 to 50 pts.wt. thiocarbonyl group-contg. compd. and a phosphoric compd. of 0.1 to 5 pts.wt. (expressed in terms of PO4), (2) a film layer contg., as solid contents, 10 to 500 pts.wt. particulate silica in addition to the above described (1) and (3) a film layer contg., as solid contents, 30 to 500 pts.wt. resin, 0.2 to 50 pts.wt. thiocarbonyl group-contg. compd. and 50 to 500 pts.wt. particulate silica and contg. no phosphoric compds. as a substrate treating layer, and, the sheet is provided with a rust preventive film layer contg. an ion source emitting vanadic acid ions and an ion source emitting phosphoric acid ions in the resin.
