PROBLEM TO BE SOLVED: To prevent the discharge delay due to the initial lack of electron while using the electron emitted at the time of reversing polarization of a strong dielectric as a source for supplying the initial electron working as a trigger at the time of starting discharge by arranging the strong dielectric so as to cover the nearly whole surface of the outside of a discharging cell near the electrode or at a position facing to the electrode. SOLUTION: A front surface panel PA1 of a plasma display panel-(PDP) 1 is formed with a dielectric glass layer 13 on a front glass substrate 11, on which plural pairs of scanning electrodes 12a and maintaining electrodes 12b are arranged in parallel with each in stripe, so as to cover the surface of parts except for the maintaining electrodes 12b. Furthermore, a MgO protecting film 14 is formed so as to coat the dielectric glass layer 13. A surface of the scanning electrode 12a is formed with a strong dielectric layer 15 in the condition that the strong dielectric layer 15 contacts with a surface of the scanning electrode 12a so as to be formed at the same width with the length of the short side of the electrode along the extending direction of the scanning electrode 12a.
