According to the invention, the separation gel buffer contains a base having a pK value of 8.8 or higher and an acid which titrates the pH of the gel buffer to a pH value lower than 8, and the cathodic electrode solution contains an ampholyte or weak acid having a pK value of 9.4 or higher.
