PROBLEM TO BE SOLVED: To reduce the number of times of rolling a strip required to attain desired thickness. SOLUTION: This device is provided with a pay-off reel for feeding a strip 1 between a top work roll 2 and a bottom work roll 3 of a multistage reversible cold rolling mill having a single stand, a inlet tension reel for adding tensile force to the strip fed from the payoff reel and for guiding it and an outlet tension reel for adding tensile force to the strip left the rolling mill and guiding it. By the combination of the inlet tension reel and the outlet tension reel, outlet tensile force, to the strip, whose strength is :<=about 85% of the yield strength of the strip is generated. In this way, the decrease of about 55% in the thickness of the strip is permitted whenever the strip is passed through the rolling mill.
