PROBLEM TO BE SOLVED: To provide a service to the user of a first terminal on a communication network capable of accessing a more satisfactory service set by providing a required extracting means, a first determining means and a transfer means. SOLUTION: This device is composed of an extracting means RET for enabling a first terminal T1 to access a universal moving body communication service defined in advance, a first determining device DET1 connected to the extracting means RET for providing position information LOC-A2 of a coverage area to a transfer device FORW and the transfer device FORW connected to the first determining device DET1 for carrying the first terminal T1 to a selected coverage area A2. In this case, the extracting means RET extracts the position information from a memory MEM and provides position information LOC-A1 to LOCA6 to the first determining device DET1. According to received rules defined in advance and position information from the extracting means RET or the like, the first determining device DET1 determines the selection coverage area. In this case, the transfer device FORW is provided with a generator GEN and a transmitter TR.
