PURPOSE: A bleach catalyst for activating inorganic peroxide or activating agent, a bleaching agent and bleaching cleaning agent containing them are provided which are easy to synthesize and excellent in cost performance. CONSTITUTION: A bleach catalyst of a tris(2-pyrimidylmethyl)amine manganese complex represented by formula ; £MnCl2(tpa)| or £(tpa)Mn(u-O)2Mn(tpa)|(ClO4)3.H2O in which tpa denotes tris(2-pyridylmethyl)amine, which improves the bleaching performance of hydrogen peroxide as an oxygen-based bleaching agent and a bleaching agent containing the manganese complex and 1 to 99% by weight of peroxide of sodium percarbonate or sodium perborate are described. A bleaching cleaning agent comprises 1 to 40% by weight of peroxide, 1 to 50% by weight of an anionic surfactant, 1 to 50% by weight of a nonionic surfactant, 1 to 70% by weight of a bilder and 0.1 to 10% by weight of tetraacetylethylenediamine, and 0.0001 to 0.1% by weight of the manganese complex based on manganese.
