PURPOSE: A system for collecting internet usage fees and PC room usage fees is provided to prevent users from using computers without paying the fees, by operating the computers only for permitted cards, and by exactly collecting the fees according to service grades and inputted time recorded in the cards. CONSTITUTION: A system for collecting internet usage fees and PC room usage fees comprises a card terminal(1) and a controller(14). The card terminal decides whether an inputted card is inferior, and reads information on service usage ranges and usable time to output a signal, according to the information. The controller decides whether input devices have to be utilized, according to the signal. The controller comprises an interface(4), a central processing unit(CPU)(3), and an input/output controller(9). The interface interfaces the signal of the card terminal. The CPU decides whether the input devices have to be utilized according to the signal inputted from the interface, and outputs a control signal. The input/output controller makes the input devices be available or unavailable according to the control signal. The card terminal calculates the fees according to a charge system, previously designated when users utilize services. The card terminal subtracts card fees according to the calculated fees.
