PURPOSE: A method for pulverizing a pollutant to promote biological and chemical decomposition and a device thereof are provided which improve efficacy to treat biologically by destructing a sludge including lots of a solid body and can promote chemical reaction by treating with ozone and hydrogen peroxide. CONSTITUTION: A method for pulverizing a pollutant to promote biological and chemical decomposition by the device thereof is comprised of: pulverizing the pollutant firstly by the shock of a rotating colliding board(2) by guiding the pollutant to the colliding board(2) installed in a rotating axis(1) which is installed in a cylinder-formed body passing to the outside(3) and pulverizing the same secondly by colliding to the inside wall of the cylinder-formed body which passes to the outside(3) installed an inlet tube for the pollutant(31) in the upper part and an outlet(32) for a discharged material by the centrifugal force generated from the rotation of the colliding board(2).
