PURPOSE: A steel-frame structure is provided to prevent a generation of crack in a joined portion and to have the excellent earthquake-proof efficiency without forming a scallop. CONSTITUTION: A tensile and a compressing stresses added to flanges(210) are charged in the middle of an end of a web(220) contacted in a column(100). A slit(300) to improve the structural efficiency of the joined portion is formed by semi-rigid connecting a shear plate(230) to charge a shear. To fix the shear plate(230) in the side of the column(100), the slit(300) has a welding line(230) welded a girth of contacted face in the shear plate(230). A semi-space(301) formed by the slit(300) does not cross the welding line(231) of the shear plate(230) and a welding line(211) of flanges(210). The slit(300) offers a space to stably weld the semi-rigid connection of the shear plate(230). A welding defect is prevented without crossing welding lines(211,231).
