PURPOSE: A method of managing data for fixed charge permitting areas is provided to reduce a memory to reduce processor load data(PLD) of an exchange, so as to reduce a data loading time, by separating domains related to a fixed charge in a database. CONSTITUTION: A database is dualized into a subscriber data relation and a common management relation. The common management relation separates and commonly manages fixed charge permitting areas of the subscriber data relation. The database has a fixed charge permitting flag presenting whether a tuple corresponding to the common management relation is utilized. The database manages subscriber information including a fixed charge area pointer. The fixed charge area pointer indicates the tuple in the subscriber data relation. A method for managing the fixed charge permitting areas in the database comprises the steps of: if a specific subscriber is registered in a fixed charge function, allocating a pointer so that the pointer can indicate the tuple to the fixed charge area pointer; setting up the fixed charge permitting flag of the common management relation having the allocated pointer as a valid state, and registering local codes in the fixed charge permitting areas.
