PURPOSE: A protocol stack constructing method is provided to reduce a system load, and to be easy to manage. CONSTITUTION: In a protocol stack constructing method, an application layer(31) has a common management interface protocol(CMIP), a remote operation service element(ROSE), and an association control service element(ACSE), and an expression layer(32) has an abstract syntax notion 1 related to a sentence of a used language. A session layer(33) uses an X.225 of a regulated standard, and a transfer layer(34) performs a data transmission and reception. A network layer(35) performs a routing. First and second sub nets take charge of a data transmission and reception with a system which is connected to the east and the west, and third to eighteen sub nets perform a data communication with a subordinate processing part through a DPRAM(37a).
