PURPOSE: A cosmetic base composition containing phytosphingosine and the complex stabilized by microencapsulation of L-ascorbic acid and Terminalia chebula retz. extract to 2-hydroxypropylated-beta-cyclodextrin is provided which is stabler and safer than the existing cosmetic base containing L-ascorbic acid and the derivative thereof. CONSTITUTION: A cosmetic base composition can be prepared by mixing phytosphingosine with the complex stabilized by microencapsulation of L-ascorbic acid and Terminalia chebula retz. extract to 2-hydroxypropylated-beta-cyclodextrin. The Terminalia chebula retz. extract is used as an anti-oxidant. The content of the complex is 0.01-20.0 wt.%, desirably 0.1-10 wt.%, based on total weight of cosmetic base, the content of L-ascorbic acid is 0.1-80 wt.%, desirably 1.0-60 wt.%, based on the weight of the complex and the content of Terminalia chebula retz. extract is 0.001-5.0 wt.%, desirably 0.01-3.0 wt.%. The content of phytosphingosine is 0.01-20.0 wt.%, desirably 0.05-5.0 wt.%, based on total weight of cosmetic base.
