PURPOSE: An apparatus for preparing an emulsion fuel oil is provided, to make an emulsion fuel oil with the constant combustion efficiency continuously and massively. CONSTITUTION: The apparatus comprises a tank for storing additives; a quantitative pump which supplies a certain amount of the additives for the fist static stirrer(10); a water tank which stores water and controls the water content; a manifold which comprises three discharging holes for supplying the heated water for an oil stirring chamber(1) and a homogenizer(7) and one hole for injecting water into the water tank; a plunger pump which injects the water of the water tank into the manifold; a heater which heats the water of the manifold; first and second static stirrers(10,11) which comprise a plurality of stirring elements and stir the injected water and oils; the first nozzle(15) which is set in the first static stirrer(10), sprays the heated water and the additives and sprays the oil into the stirring elements of the first static stirrer; the second nozzle(16) which injects the heated water into the second static stirrer(11); an oil stirring chamber(1) which comprises an oil stay space(12) formed between the two static stirrers(10,11) and an oil backward flow pipe(13); a rotary homogenizer(7) which homogenizes the water and oil of the pre-emulsion fuel oil injected from the oil stirring chamber; and the third spray nozzle(14) which injects the heated water and the pre-emulsion fuel oil ejected from the oil stirring chamber into the rotary homogenizer(7).
