PURPOSE: An apparatus for adjusting an irradiation angle of headlight and flickering headlight is provided to allow drivers to have a stable view during a night drive since the apparatus automatically adjusts an irradiation angle of headlight and automatically flickers the headlight according to the ambient light. CONSTITUTION: An apparatus comprises a steering angle sensor for sensing the steering angle according to the direction and angle of rotation of a steering wheel, a CCD camera and an illuminance sensor for sensing the illuminance around the vehicle, a controller for outputting an irradiation angle adjustment signal for adjusting the irradiation angle of the headlight in horizontal and vertical direction according to the steering angle sensed by the steering angle sensor and a flickering signal for automatically flickering the headlight according to the illuminance around the vehicle sensed by the CCD camera and illuminance sensor, and a headlight driving unit for adjusting the irradiation angle of the headlight in horizontal and vertical direction or flickering the headlight when an irradiation angle adjustment signal or a flickering signal is input from the controller.
