PROBLEM TO BE SOLVED: To improve throughput of a memory by accessing an address in a small group selected by a 2nd arbitrating means. SOLUTION: A Bank Busy table 166 is controlled in an issue control part, 164. An Issuable Request table 167 generated by ANDing a CS-Bank Registration table 163 and the logic inversion of the Bank Busy table 166 is a table indicating a bank-nonbusy access request, i.e., a table indicating an issuable request as a result. Then this table is used to perform arbitrary (1st arbitration) between double in-line memory modules(DIMM) and round-robbin arbitration (2nd arbitration), etc., and addresses which are issued to the DIMMs are determined finally. Thus, an address in a small group selected by the 2nd arbitrating means is accessed.
