PROBLEM TO BE SOLVED: To suppress increase of encoded data and to uniformize image quality by performing intra-frame encoding or inter-frame encoding at intra-frame encoding of a block inside a frame which is not a refresh frame and performing infra-frame encoding at the times other than that. SOLUTION: A frame of inputted dynamic image data is divided into blocks. Then, the respective calculated power values of an intra-frame power calculation part 101 and an inter-frame power calculation part 102 and the encoding mode of the respective blocks in a present refresh cycle outputted from an encoding mode storage part 105 are inputted to an encoding mode decision part 104, the output values of the intra-frame power calculation part 101 and the inter- frame power calculation part 102 are compared, the smaller of the two is turned into encoding mode of the divided block of the inputted moving image data, and a switching circuit 3 is controlled. In such a manner, since the encoding mode is decided by the calculation of power, the increase of the encoded data in the refresh frame which is the last frame in the refresh cycle is suppressed. |
