PROBLEM TO BE SOLVED: To provide an image forming device which suppresses evils such as image flowing, fusion and the falling of additives and enables stable high grade image formation. SOLUTION: An image carrier used has a photosensitive layer on an electrically conductive substrate and the photosensitive layer contains at least one polycarbonate resin (I) having a viscosity average molecular weight of <=1.5×104 and at least one polycarbonate resin (II) having a viscosity average molecular weight of >1.5×104. The polycarbonate resin (I) is contained by 30-95 mass % based on the total amount of the polycarbonate resins (I) and (II). A developer used has (a) 0.1-5.0 mass % 1st fine powder having 0.005-3.00μm number average particle diameter and (b) 0.02-2.00 mass % 2nd inorganic powder containing 25-90 mass % lubricant as additives.
