PROBLEM TO BE SOLVED: To obtain a relatively compact and inexpensive phased array antenna even at the time of increasing the number of radiating elements for improving a gain. SOLUTION: A phased array antenna 1 is obtained as a multi-layer structure in which plural radiating elements 15, phase shifting units 16 for changing the phase of a high frequency signal transmitted and received by each radiating element, and a distributing and synthesizing part 14 are formed in different layers. Signal lines X1-Xm and scanning lines Y1-Yn are wired in a phase control layer so that each phase shifting unit 16 can be connected like a grid, and those signal lines and scanning lines are matrix driven by selecting parts 12X and 12Y so that desired phase shifting amounts can be set for the phase shifting unit positioned at the cross section. Moreover, a switch 17S of each phase shifter 17 is formed in a batch in a phase control layer 35.
