PROBLEM TO BE SOLVED: To provide a planar heating element performing heat detection more accurately. SOLUTION: In this planar heating element, a heating film 2 made of a resistance heating material is formed on one surface of a first insulating base material 1 while a heat detecting means is provided on the other surface thereof, and a control means is provided for controlling the amount of electric current passed through the heating film 2 based on information detected by the heat detecting means. The heat detecting means is equipped with a heat detecting film 3 made of a substance having a positive temperature coefficient of resistance, and when a temperature is exceeded, the temperature coefficient of resistance becomes larger than that shown below the temperature.
