PROBLEM TO BE SOLVED: To obtain a relatively compact and inexpensive phased array antenna even at the time of increasing the number of radiating elements for improving a gain. SOLUTION: A phased array antenna 1 is obtained as a multi-layer structure in which plural radiating elements 15, phase shifting units 16 for changing the phase of a high frequency signal transmitted and received by each radiating element, and a distributing and synthesizing part 14 are formed in different layers so that inter-element intervals can be reduced. Also, a phase control layer is constituted of plural inner wiring layers according to the number of necessary driving lines 19, and signal wiring for controlling each phase shifting unit 16 is formed in the inner wiring layers so that an area necessary for the wiring can be reduced, and the inter-element intervals can be reduced. Moreover, the repeatedly constituted circuit part of each phase shifting unit 16 is constituted by using chips integrated and mounted on another substrate.
