PROBLEM TO BE SOLVED: To provide a small-size actuator which can keep the stop position of a rotor properly, while not applying a current to a coil. SOLUTION: The shaft of a permanent magnet rotor 8 is supported by a shutter ground plate 1 and a cover frame 5. Folded parts 9a and 10a of core members 9 and 10 are pole parts facing the circumferential surface of the rotor 8. The other folded parts 9b and 10b of the respective core members 9 and 10 are inserted into the cylindrical parts of bobbins 12 and 14 from the shutter ground plate 1 side toward the cover frame 5 side. The folded parts 15a and 15b of a linkage yoke 15 are inserted into the cylindrical parts of the bobbins 12 and 14 from the cover frame 5 side, so as to overlap the folded parts 9b and 10b. Since a disc part 15c of the linkage yoke 15 faces the whole flat surface part of the rotor 8, when currents are not applied to coils wound in the bobbins 12 and 14, a magnetic force is applied in the axial direction of the rotor 8, so that the rotor 8 is difficult to be rotated by an impact, etc.
