PROBLEM TO BE SOLVED: To save the used amounts of the blow water and anticorrosive of a boiler by making the abandoned blow water of the boiler treatable by treating the water by anion exchange and, at the same time, giving a corrosion preventive ability to the water. SOLUTION: The energy of the steam generated in a boiler 1 is consumed at a used spot 5 and the water generated by condensation is returned to a feed water tank 2 as drain water. Since the boiler water is condensed and the concentrations of salts in the water rises, resulting in the adhesion of scales to the can and pipeline system of the boiler and corrosion of the can and pipeline system, while the water is used in a circulating state, the boiler water is blown and stored in a storage tank 6 so as to suppress the total evaporation residue of the boiler to a fixed value or lower. The blown water is subjected to anion exchange through an exchange resin column 7 filled up with, for example, an anion exchange resin. The anion exchange resin can be a strong or weak basic resin. For example, both OH type and HCO3 type resins can be used as the ion exchange resin.
