PROBLEM TO BE SOLVED: To prevent separation of a mat base at a part wherein a groove is formed, in the case when the groove is formed in the rear of the mat base of a heating mat. SOLUTION: A mat base 2 of a heating mat 1 to be laid under the floor or the like can take the form of a package being rolled and packed. In order to facilitate rolling, grooves 12 are formed in the rear of the mat base 2, along the direction intersecting the direction of rolling almost perpendicularly. Films 18 for reinforcement are formed on the inner peripheral surfaces of these grooves 12. While the mat base 2 is formed of a foamed material, the films 18 for reinforcement are formed by heating to be non-foamed by removing a foamed component from the inner peripheral surface of the mat base 2 by melting the surface by heating. Occurrence of a crack of the mat base 2 in the part wherein the groove 12 is formed, on the occasion when the mat base 2 is rolled and bent in, is reduced by the film 18 for reinforcement and, besides, separation of the mat base 2 at that part can be prevented even when the crack occurs.
