DYNAMIC PICTURE COMPRESSION CODER AND DYNAMIC PICTURE DECODER

PROBLEM TO BE SOLVED: To provide a coder that encodes a dynamic picture an ultra-low bit rate in compliance with MPEG2 standards. SOLUTION: An input picture rewrite circuit extracts one field each from three fields of an input dynamic picture A and stores the extracted field to a picture memory 12. A coding processing circuit 17 reads two fields as one coding frame from the picture memory 12 and applies compression coding processing in compliance with the MPEG 2 standards or the like to the frame by using a reference picture stored in a picture memory 13. A code write circuit 9 writes a code obtained from the processing to a code memory 14. A code read control circuit 15 controls a code read circuit 10 to read the code from the code memory 14, in response to external requests, and the code is outputted from an output terminal 16. When data by one coded frame cannot be read from the picture memory 12, the coding processing circuit 17 stops the operation.
