PROBLEM TO BE SOLVED: To accurately generate an execution program by selecting prescribed program elements out of plural candidates and combining them by a program generating device which combines specific program elements so as to generate an execution program. SOLUTION: A personal computer 1 is connected to a controller 20 by an interface 30 and has a debugger 1a, a compiler 1b, a library 1c, and a linker 1d inside. The debugger 1a has an editing function of combining specific program elements so as to generate an execution program. That is, program elements are selected out of plural candidates and inputted by operating a mouse 3 or a keyboard 4 connected to the personal computer 1 to combine the program elements sequentially and displays the combination state on a monitor screen 2. A program element consists of a given array state of subelements composed of characters or symbols.
