PROBLEM TO BE SOLVED: To allow control station of a base station to correctly decide a base station, after performing an inter-cell DHO. SOLUTION: A plurality of base stations 100 apply error correction decoding to a signal received from a mobile station, output the result of the error correction decoding to one other control station, detect the reliability of the received signal in terms of a TPC signal, and output a received signal (soft discrimination data), without conducting error correction decoding to the other control station when the reliability is proper. The other control station selects a base station 100, denoting the result of error correction decoding that indicates no error among the base stations 100. When, all the error correction decoding results from a plurality of the base stations 100 indicate presence of an error, the base stations apply error correction decoding to the received signal which has not undergone error correction decoding and the other control station selects any of the base stations 100 that transmit the received signal which has undergone error correction decoding. |
