PROBLEM TO BE SOLVED: To obtain a device capable of minimizing processing of unnecessary picture data by detecting the variation of each block and detecting that the variation exceeds a previously fixed detected value to control a light quantity from the detecting result. SOLUTION: The variation of each block is detected and it is detected that the variation exceeds the previously fixed detected value to control the light quantity from the detecting result.
