PROBLEM TO BE SOLVED: To provide an image communication unit that can reduce processing quantity by avoiding useless processing for an image which is not used as a reference image and to provide a local decode processing method. SOLUTION: In a dynamic image communication unit 10, information is read from a coding information storage section 14c which is under the control of an update control section 14b, only when an acknowledgement signal reception section 14a receives an ACK signal denoting normal decoding, a decoding section 14d decodes the information to allow a reference frame memory section 14e to update a newest reference picture, thereby avoiding local decode processing on the occurrence of a fault to eliminate wasteful processing.
