PROBLEM TO BE SOLVED: To immediately execute a changed command in a maintenance operation device after command design information is changed. SOLUTION: A command design data base 5 where command information on the maintenance operation command of exchange equipment is stored, a screen control data file 4 where command information and display screen information on a display device are associatively stored, a screen processor 1 which screen-displays command information based on the input of an operator and giving the indication of command execution to exchange equipment and a screen control data conversion device 3 reading command information stored in the command design information data base 5 when the storage content of the command design information data base 5 is changed and storing it by associating it with display screen information corresponding to command information in the screen control data file 4 are installed.
