PROBLEM TO BE SOLVED: To securely achieve consistency between a data base in a system and an application program which uses it by automatically generating an on-line AP and a data base from one specification definition document. SOLUTION: An automatic generation part 2 is provided which generates a program and a data base according to an AP specification definition document 1 wherein flows of data needed for processes of a program run on the system are defined for each data and specification information regarding movement sources and destinations and process conditions is defined for each data needed for the processes of the program; and the program and data base are automatically generated according to the specification information and then one specification definition is only done in conformity with the data flow of a target program, so that the program and data base that the program uses can automatically be generated from the one piece of specification information.
