PROBLEM TO BE SOLVED: To provide a surface side substrate usable in a reflection liquid crystal display element and industrially manufacturable with a good productivity, and excellent in light diffusing uniformity. SOLUTION: In a surface side substrate, a transparent layer having an uneven surface (an uneven film 2) is arranged on a transparent substrate 1, and a transparent flattening layer having a different refractive index from that of the transparent layer 2 (an flattening film 3) is arranged on the transparent layer 2. Accordingly, the surface side substrate is constructed so as to diffusedly transmit an incident light. A color filter substrate is obtained by arranging a color filter (a color resist 4) and a transparent electrode 5. The transparent layers comprise a fluororesin having a fluoride-containing aliphatic ring structure in the main chain and a partially hydrolyzed condensate of alkoxysilanes having the formula R1mR2nSi(OR3)4-(m+n), wherein R1 and R2 are each 1-14C organic groups and both of them may be same or not; R3 is a 1-8C alkyl group; (m) and (n) are integer of 0 to 3 wherein (m+n)<=3.
