PROBLEM TO BE SOLVED: To enable a device which records video signals after digitizing the signals to record nonstandard signals. SOLUTION: A horizontal synchronizing signal hd separated by means of a synchronizing signal separator 2 is supplied to a switch 6 and an AFC 5. The AFC 5 generates a horizontal synchronizing signal hd2 which is synchronized to the signal hd by means of a PLL composed of the signal hd and a horizontal frequency divider 4 from a horizontal oscillator 3 and outputs the signal hd2 to the switch 6. A noise quantity detector 7 detects whether or not noise exists in input signals and outputs the detected results to a clock selector 8 by switching the switch 6 from the signal hd1 side to the hd2 side based on the detected results. The selector 8 delays internally oscillated clock signals several ns by several ns and selects the clock signal having the rising edge which is the most closest to the rising edges of the signals hd1 and hd2 out of the signals and outputs the selected signal.
