PROBLEM TO BE SOLVED: To improve the effectiveness of a system by assigning a private address capable of communicating within a cable modem system to a cable modem so as to reduce the using number of global IPs. SOLUTION: As the assigning mechanism of an IP address, a DHCP server 11 for dynamically assigning the IP address is provided at a network on the side of an operator and an inquiry answering part 12 and a CM information file 13 are provided in a cable modem terminating device 1. When an IP address request is given from the cable modem(CM) 2 or PC 6, the server 11 assigns the temporary address of the private address. When a using limit is over, a DHCP request is issued again and a permanent assignment part 23 assigns the private address when a client judges CM 2. On the other hand, in the case when a request object is a terminal on a network 9 on the side of the user of PC 6, etc., a global address is assigned as a permanent address.
