SOLUTION: When data to be transmitted are generated, a transmitter A 102 writes data into the packet to send to the network 101. At the time of detecting the packet in which data are written, a data packet monitoring part 107 sends the information to a processor part 108, which rewrites information in a table storage part 109 to maximize the number of assigning packets. At the time of detecting a packet in which data are not written again, the part 107 sends the information to the part 108, which rewrites information in the part 109 to minimize the number of the assigning packets.
