PROBLEM TO BE SOLVED: To transmit a signal at high speed by effectively utilizing a base band processing section not in use. SOLUTION: Base band signal processing sections 105b11-105bMN conduct signal spread and inverse spread processing. A base band control section 105a1 controls the base band signal processing sections 105b11-105b1N and a base band control section 105aM controls the base band signal processing sections 105 bM1-105bMN. A base station control section 104 controls the base band control sections 105a1-105aM. An operating state monitor section in the base station control section 104 monitors the operating state at all base band signal processing sections. A control card selection section selects a base band control section suitably to execute the multi-code transmission on request. A rearrangement processing section allows a base band signal processing section belonging to other base band control section to conduct the processing of the base band signal processing section belonging to the base band control section selected by the control card selection section.
