摘要 <p>PROBLEM TO BE SOLVED: To infer a motion vector with high accuracy from an image signal which includes noise. SOLUTION: A received image signal is fed to a synchronizing signal segmentation section 10 and to a block-matching section 11. A synchronizing signal segmentation section 10 segments one or a plurality of synchronizing signals from the received image signal. A noise level inferring section 12 uses some levels of signals, sampled from the synchronizing signal segmented by the synchronizing signal segmentation section 10, to calculate a value expressing a noisy state of the received image signal such as a variance of one synchronizing signal or a correlation among a plurality of synchronizing signals. A block size decision section 13 decides a block size in the operation of the block matching section 11 that executes a block-matching method on the basis of an output of the noise level inferring section 12. For example, when the variance is high, since the control of extending the block size or the like is conducted under the discrimination that the noise level is high, the accuracy of inferring a motion vector can be improved.</p>
