PROBLEM TO BE SOLVED: To improve the security of information in an information distribution step by adding an authenticating function to a communication system against the evolution of various information distribution businesses and surely authenticating an access identity when the information is transferred to an information source or the information distribution destinations. SOLUTION: A service control server 33 is prepared together with a handwrite authentication server 36 which holds the handwritten signature data on a user which are initially registered and authenticates a handwritten signature. When the data are transferred from a 1st terminal (mail terminal) 22 to the 2nd terminals (Fax terminals) 21 under the control of the server 33, the server 33 instructs the server 36 to authenticate the handwrite signature data which are received from the terminal 22, controls the transfer of data based on the authentication result of the server 36 and sends the authentication result to the terminals 21 together with the picture information.
