PROBLEM TO BE SOLVED: To let cooling wind flow efficiently to the vicinity of the center, that is, the boss part of the blower of a heat radiation plate. SOLUTION: A blower 3 is made the so-called suction type where cooling wind is sucked into the blower after flowing on a heat radiation plate 1. Moreover, enough space is made on the side of the heat radiation plate 1 of the boss part of the blower 1. As a result, relative negative pressure is made at the center of the blower so that the cooling wind may flow to the center (boss part) by this negative pressure.
