PROBLEM TO BE SOLVED: To easily specify a transmission deterioration section by constructing a network where ATM (asynchronous transfer mode) communication is performed and preventing inter-self-device transmission deterioration information from affecting a device on the subsequent stage from a device located on the preceding stage. SOLUTION: In a transmission quality measuring function being one of OAM (operation administration) functions for an ATM communication, updation is performed by using measurement results of a user cell receiving the information on a transmission quality OAM cell at a monitoring point of the transmission quality measuring function, and a transmission deterioration section is specified according to the contents. Concretely, transmission deterioration information from a MOAM(monitoring OAM) cell transmission point or a monitoring point on the preceding stage to a self-monitoring point does not affect the measurement at a monitoring point on the subsequent stage by making the TUC (the number of user cells) and BEDC(block error detection code) of a MOAM cell received at each monitoring point (devices B to E) undergo updation (transmission quality measuring part 7 and a MOAM cell updating part 8) into A TUCR and a BIP16R obtained by operating (BIP16 operating part 3 and a cell counting part 4) a received user cell at each monitoring point.
