PROBLEM TO BE SOLVED: To smooth the surface of a light absorption layer, and equalize a layer thickness of a phosphor layer to be formed thereafter, and reduce brightness irregularities, by applying a formation having the light absorption layer formed by carbon having peak values of a particle size distribution on two positions of a small particle size and a large particle size near each specific particle size. SOLUTION: Resist layers are formed on the positions where each color phosphor layer is to be formed, in a light absorption layer forming process of a fluorescent screen of a color cathode-ray tube. Thereafter, preferably, carbon slurry, having peak values on two positions of a small particle size (s) near 220 nm and a large particle size (l) near 780 nm in a particle size distribution of the carbon, is applied on the whole surface in a panel 11, and a light absorption layer is formed by executing reversal development. As a result, almost the whole medium size particles are removed, and large size particles (l) are lined up closely and small size particles (s) are loaded thereon, therefore, irregularities on the surface of a carbon stripe are reduced to thereby smooth the surface. Hereby, brightness irregularities are reduced and the quality is improved.
