An apparatus for monitoring leakage from hazardous apparatus, such as underground storage tanks, for hazardous material, such as petroleum products, on or near the surface of a body of fluid, such as ground water, and having the ability to collect samples of said material, either in solid or vapor form, from or near said body of fluid, said apparatus includes a means which has the capability of either floating on the surface of the fluid or being submerged below the surface of the fluid and at least one diagnostic means having a sensing means and/or a collecting means.
