PROBLEM TO BE SOLVED: To make it possible to set an expiration date for each program without increasing individual information by adding the expiration date of a specific program to program information included in common information, broadcasting the period-added information, ciphering actual time information including actual broadcast time, and broadcasting the ciphered information. SOLUTION: A 1st ciphering part 23 in a broadcast transmitter 13 adds viewing period information including the viewing period of a specific program to program information included in common information and ciphers actual time information including actual broadcast time. A viewing right judging part 61 in a broadcast receiver 15 executes period judgement related to whether the broadcast actual time acquired by decoding the actual time information extracted by a separation part 31 is included within the viewing period range of the specific program included in the viewing period information extracted by the separation part 31 or not. When viewing right exists, the original signal related to the specific program is restored by descrambling a scrambled signal extracted by the separation part 31.
