A surgical tack (50), comprising: a single shaft (54) formed of a bio-compatible material and having a tip (52) adapted for entering and engaging bone; and a head (56) mounted on said shaft (54), said head (56) adapted for engaging a substrate between said head and said bone. Preferably, said shaft (54) is a separate element from said head (56). Alternatively or additionally, said head (56) is rotatable relative to said shaft (54).
