The invented device contains at least one concrete block (12) reposing on a flexible pad (10), whereby the system of the block (12) and the flexible pad (10) is held in a casing (15) of elastomer material anchored in mortar bed (B) and encompassing the block (12) bottom section, whereby said casing (15) upper edge is provided with reinforcement (18). The block (12) horizontal cross section is variable and its maximum surface is in the level lying immediately beneath the reinforcement (18) of the casing (15) upper edge, whereby the reinforcement (18) projects inward the block (12) to hold it against lifting with respect to the mortar bet (B) in which the block (12) is mechanically secured through the mediation of the casing, and namely by insertion of the block (12) part (15b) with the maximum horizontal cross section below the an inner projection (18a) of the casing (15) edge reinforcement (18) that itself is held by its anchoring in the mortar bed (B).
