Water seed crystal generator has cathode and anode housing with inner scraper minimizing accumulation of crystal deposits and extending service life. In an electrolytic process and assembly to control the liberation of boiler sediment or encrustation in water supply systems, the water passes through a vessel which has a housing comprising three main parts. Two of the parts form the sides, respectively the cathode and anode which are held together by insulated countersunk bolts. An external 24 volt a.c. or d.c. electric motor drives a gear and axle which passes through the two housing walls, from which it is separated by O-ring seals. The axle drives a set of rotating combined paddle mantle wall-scrapers. The anode and cathode walls are inked via a time switch to a 24-26 volt d.c. power supply. The motor operates for 10-15 minutes each day. The assembly may also be hand-cranked.
